Question

Why is a person's behaviour not consistent?
Sometimes, someone seems very close, and sometimes so distant.

Any explanations?

I would think that an expectation of consistent behavior is unreasonable. Why? Because, that would imply that behavior is a response to a single stimulus or very few stimuli, where all of them are being accounted for. Something like "when you push the switch, the light should turn on" - very few variables and only two possible outcomes - either it does, or it does not.

Behavior on the other hand is complex. There are so many factors that can influence it (most of which are usually not accounted for), and to make matters worse, there are so many possible outcomes.

Which is why, in my opinion, a more reasonable approach is to take a large sample set instead of isolated incidents. Perception, not judgment. Over an extended period of time, trends emerge. Probably, then someone is actually somewhere in the middle. Hope this helps.

ps: now lets see if my thoughts/writing give me away.

It could be this pasta-loving friend of mine, or his roommate... but then again, since you choose to be anonymous, I wont poke around :)
